Medicare (Canada)
Medicare () is an unofficial designation used to refer to the publicly funded single-payer healthcare system of Canada. Canada's health care system consists of ten provincial and three territorial health insurance plans, which provide universal healthcare coverage to Canadian citizens, permanent residents, and depending on the province or territory, certain temporary residents. The systems are individually administered on a provincial or territorial basis, within guidelines set by the federal government. The formal terminology for the insurance system is provided by the '' Canada Health Act'' and the health insurance legislation of the individual provinces and territories. The name is a contraction of ''medical'' and ''care'' and has been used in the United States for health care programs since at least 1953, with Medicare becoming that nation's official national health insurance program in 1965. Publicly Funded Health Care
Publicly funded healthcare is a form of health care financing designed to meet the cost of all or most healthcare needs from a publicly managed fund. Usually this is under some form of democratic accountability, the right of access to which are set down in rules applying to the whole population contributing to the fund or receiving benefits from it. The fund may be a not-for-profit trust that pays out for healthcare according to common rules established by the members or by some other democratic form. In some countries, the fund is controlled directly by the government or by an agency of the government for the benefit of the entire population. First Ministers' Conference
In Canada, a First Ministers' conference (or First Ministers' meeting) is a meeting of the provincial and territorial premiers and the Prime Minister. These events are held at the call of the prime minister. They are usually held in Ottawa. Though known as "First Ministers' conferences" only since the 1960s, they ultimately trace their origin to the initial constitutional convention held in the mid-1860s at Charlottetown, PEI, then-capital of the British Province of Prince Edward Island. After confederation, two conferences of provincial premiers were held, in 1887 and 1902, in which the federal government was not represented. Altogether, 76 First Ministers' conferences have been held since the first was convened by Prime Minister Sir Wilfrid Laurier in 1906, at the request of the provinces. Emmett Matthew Hall, (November 29, 1898 – November 12, 1995) was a Canadian lawyer, civil liberties advocate, Supreme Court of Canada judge and public policy advocate. Stephen James Lake Taylor, Baron Taylor (30 December 1910 – 1 February 1988), also known as S. J. L. Taylor, was a British physician, civil servant, politician and educator. Biography Born in High Wycombe, Stephen was the son of John Taylor, a civil engineer, and his wife Beatrice (Lake) Taylor. Educated at Stowe School and then at St Thomas Hospital Medical School, London, where he qualified in 1934. When war broke out he joined the RNVR as a neuropsychiatrist. Woodrow Stanley Lloyd
Woodrow Stanley Lloyd (July 16, 1913 – April 7, 1972) was a Canadian politician and educator who served as the 8th premier of Saskatchewan from 1961 to 1964. Born in Saskatchewan in 1913, he became a teacher in the early 1930s. He worked as a teacher and school principal and was involved with the Saskatchewan Teachers' Federation, eventually becoming its president. He was first elected as a Member of the Legislative Assembly of Saskatchewan in 1944. He became an instrumental figure in Tommy Douglas's Co-operative Commonwealth Federation government between 1944 and 1961, serving as Education Minister and then Treasurer. He succeeded Douglas as Saskatchewan Premier in late 1961. In that role, Lloyd piloted Canada's first Medicare program from legislation to implementation, including resolving the 1962 Saskatchewan doctors' strike. The 1960 Saskatchewan general election was held on June 8, 1960, to elect members of the 14th Saskatchewan Legislature. The Co-operative Commonwealth Federation of Thomas C. Douglas was re-elected to majority government. The Co-operative Commonwealth Federation of Thomas C. Douglas campaigned promising Medicare, a public medical insurance and delivery plan for all of Saskatchewan, and it was re-elected with a slightly increased majority. The CCF won despite organized opposition from the College of Physicians and Surgeons, which told voters that Medicare would take freedom of choice away from patients and would cause doctors to leave the province. Thomas Clement Douglas (20 October 1904 – 24 February 1986) was a Scottish-born Canadian politician who served as the seventh premier of Saskatchewan from 1944 to 1961 and leader of the New Democratic Party from 1961 to 1971. A Baptist minister, he was elected to the House of Commons of Canada in 1935 as a member of the Co-operative Commonwealth Federation (CCF). He left federal politics to become leader of the Saskatchewan Co-operative Commonwealth Federation and then the seventh Premier of Saskatchewan.
