Lieutenant Colonel Teófilo Marxuach, (July 28, 1877 – November 8, 1939), was the person who ordered the first shots fired in World War I on behalf of the United States on a German cargo liner trying to leave San Juan Bay without permission. Colonel Gilberto José Marxuach a.k.a. "The Father of the San Juan Civil Defense" (November 19, 1910 – April 18, 1957), was a former officer in the United States Army who in 1951 founded and became the first director of the Civil Defense in the City of San Juan, Puerto Rico. Early life Grillo-Marxuach graduated from Huron High school in Ann Arbor, Michigan. He received a Bachelor of Arts (BA) in 1991 from Carnegie Mellon. José MarÃa Marxuach EchavarrÃa (baptized as José Monserrate Marxuach EchavarrÃa) (April 16, 1848 – 1910), was a Puerto Rican medical doctor and politician who served twice as Mayor of the City of San Juan, Puerto Rico. His first administration was before the U.S. invasion of Puerto Rico and his second administration was under United States colonial rule. Teófilo Villavicencio Marxuach (October 2, 1912 – February 29, 1992) was a pioneer in Puerto Rican radio broadcasting. JoaquÃn Agusty RamÃrez, Rafael Quiñones Vidal, and Villavicencio are considered (in that order) the three most important Puerto Rican pioneers of radio broadcasting. The Puerto Rican Volunteers Corps (''Instituto de Voluntarios de Puerto Rico'' in Spanish) was a militia composed of private citizens, principally instituted for the defense of Puerto Rico from foreign invasion and local uprisings. Following the example of Cuba, this militia was first established in December 1864 in order to fill the void left by the units of the local garrison sent to the war in Santo Domingo (1863–1865). After a few first years of barely any activity, several Volunteer units were created across the island as a result of the ''Grito de Lares'', the incipient first outcry for independence in Puerto Rico of September 23, 1868. The Puerto Rican Commission (Portorrican Commission) was a political group composed of prominent, pro-American Puerto Rican expatriates that accompanied a U.S. expeditionary force sent to assist in the invasion of Puerto Rico during the Spanish–American War of 1898. The Commission or "volunteers", as they were otherwise known, that landed at Arroyo on 1 August 1898 consisted of: Pedro Juan Besosa, José Budet, Domingo Collazo, Mateo Fajardo, Emilio González, Antonio Mattei Lluberas, Rafael Marxuach y Abrams, Rafael Muñoz, and Warren Sutton (the only American in the group).
