Blount Island Command is a Marine Corps support facility located in Jacksonville, Florida. History In 1977, President Carter, President Jimmy Carter signed the directive that created the Rapid Deployment Joint Task Force. By 1980, the Marine Corps had seven Military Sealift Command chartered vessels that could carry supplies where needed''.''
