History 1990s The Estonian Green Movement ( et, Eesti Roheline Liikumine) was founded by Juhan Aare in May 1988. Its chairman, forestry scientist Professor Toomas Frey, was Minister of the Environment from 1990 to 1991. The Estonian Green Party was founded on 19 August 1989.
