Manuel Antonio Virgüez
Manuel Antonio Virgüez Piraquive (born 10 May 1969) is a Colombian lawyer and politician, who served as Senator of Colombia as member of the MIRA party from 2006 to 2014. Career Virgüez attended Rafael Núñez University in Cartagena, where he graduated in Law. He completed post-graduate studies in Negotiations and Conflict Management from Universidad del Norte in Barranquilla, and in Political Studies at Sergio Arboleda University in Bogotá. He joined the Colombian Navy where he served as a non-commissioned naval diver for 18 years. Virgüez was Caribbean region coordinator of the MIRA party. In the 2006 parliamentary elections, as the second-in-line of the closed-electoral list of the MIRA party, headed by Senator Alexandra Moreno Piraquive. The Senate of the Republic of Colombia () is the upper house of the Congress of Colombia, with the lower house being the Chamber of Representatives. The Senate has 108 members elected for concurrent (non- rotating) four-year terms. Electoral system According to the Colombian Constitution (1991), 100 senators (''senadores'') are elected from a single national constituency, and another two are elected in a special national constituency for Indigenous communities. Closed List
Closed list describes the variant of party-list systems where voters can effectively vote for only political parties as a whole; thus they have no influence on the party-supplied order in which party candidates are elected. If voters had some influence, that would be called an open list. Closed list systems are still commonly used in party-list proportional representation, and most mixed electoral systems also use closed lists in their party list component. Many countries, however have changed their electoral systems to use open lists to incorporate personalised representation to their proportional systems. The National Electoral Council () is a Colombian institution under the Colombian Constitution of 1991 which based in Article 265 is in charge of the supreme inspection and vigilance of the election, electoral organization. 2010 Colombian Parliamentary Election
Parliamentary elections were held in Colombia on 14 March 2010. The nationwide constituency for the 102-member Senate was contested by 16 lists, comprising 948 candidates. There are 33 regional constituencies for the Chamber of Representatives, plus a few other ethnic minority constituencies. In all, 282 lists, with 1,533 candidates, contested the 165 seats in the Chamber. Almost 30 million people were registered to vote. Results Senate Incumbent President Álvaro Uribe maintained an absolute majority of seats in the Senate. The two major parties supporting Uribe – the Party of the U and the Conservative Party –, got 27 and 23 seats, respectively. Alexandra Moreno Piraquive (born 23 August 1969) is a Colombian lawyer and politician, who served as Senator of Colombia from 2002 to 2014. Moreno is a co-founder of the Independent Movement of Absolute Renovation (MIRA), a conservative social and political party, of which she has been vice president and president. In 2013, she was ranked as one of the 50 most powerful and influential women of Colombia by '' Dinero'' magazine.
