Luis Stefani Raffucci was a long time Chancellor of the University of Puerto Rico at Mayagüez. He was born in Mayagüez, Puerto Rico. His father was a Corsican immigrant. Raffucci studied engineering at the Massachusetts Institute of Technology. He was a member of the Phi Sigma Alpha fraternity. The University of Puerto Rico, Mayagüez Campus (UPRM) or Recinto Universitario de Mayagüez (RUM) in Spanish (also referred to as Colegio and CAAM in allusion to its former name), is a public land-grant university in Mayagüez, Puerto Rico. UPRM is the second-largest university campus of the University of Puerto Rico system. In addition to its status as a land-grant university, it is also a member of the sea-grant and space-grant research consortia. In 2009, the campus population was composed of 12,108 students, 1,924 regular staff members, and 1,037 members of the education staff. In 2013, the student population remained relatively steady at 11,838, but the instructional faculty dropped to 684. In the second semester of 2019 around 12,166 students where enrolled. Corsican immigration to Puerto Rico resulted in the 19th century from widespread economic and political changes in Europe that made life difficult for the peasant and agricultural classes in Corsica and other territories. The Second Industrial Revolution drew more people into urban areas for work, widespread crop failure resulted from long periods of drought, and crop diseases, and political discontent rose. In the early nineteenth century, Spain lost most of its possessions in the so-called "New World" as its colonies won independence. It feared rebellion in its last two Caribbean colonies: Puerto Rico and Cuba. Phi Sigma Alpha (), commonly known as La Sigma, is a Puerto Rican fraternities and sororities, Puerto Rican fraternity originally established as the Sigma Delta Alpha Fraternity (Sociedad de Amigos) on October 22, 1928, at the University of Puerto Rico by 12 students and a professor. Phi Sigma Alpha can trace its roots back to 1898 to the Union Hispano Americana, as well as to the first ever Greek letter Hispanic-oriented fraternity, Sigma Iota, established in 1912. The UPRM College of Engineering is one of four colleges of the University of Puerto Rico at Mayaguez.
