Louisiana Highway 99 (LA 99) is a state highway located in southwestern Louisiana. It runs in a north–south direction from Louisiana Highway 14, LA 14 west of Lake Arthur, Louisiana, Lake Arthur to U.S. Route 190 in Louisiana, U.S. Highway 190 (US 190) east of Kinder, Louisiana, Kinder. The highway bisects the sparsely populated Jefferson Davis Parish, Louisiana, Jefferson Davis Parish as it zigzags along rural section line roads. Roughly halfway along its route, LA 99 passes through the town of Welsh, Louisiana, Welsh and an interchange with Interstate 10 in Louisiana, Interstate 10 (I-10), the region's main east–west highway. The Louisiana Department of Transportation and Development (DOTD) is a Federated state, state government organization in the United States, in charge of maintaining public transportation, roadways, bridges, canals, select levees, floodplain management, port facilities, commercial vehicles, and aviation which includes 69 airports, in the U.S. state of Louisiana. The agency has approximately five thousand personnel on staff and an operating budget of $2.3 billion. DOTD operations are run through nine district offices across the state.
