Local Government (Dublin) Act 1993
The Local Government (Dublin) Act 1993 was an Act passed by the Oireachtas. It abolished the County Dublin and awarded county status to: * Dún Laoghaire–Rathdown and established Dún Laoghaire–Rathdown County Council, * South Dublin and established South Dublin County Council and * Fingal and established Fingal County Council. These new administrative counties have all the powers and institutions of the traditional counties. Section 9 Part 1(a) states that on the establishment day (1 January 1994) the previous county of Dublin "shall cease to exist." Section 15 Part 2 dissolved the former Dún Laoghaire Corporation. The Bill had been proposed by the Minister for the Environment, Michael Smith. The Oireachtas (, ), sometimes referred to as Oireachtas Éireann, is the bicameral parliament of Ireland. Ireland is a parliamentary, representative democratic republic and a member state of the European Union. While the head of state is the popularly elected President of Ireland, it is a largely ceremonial position, with real political power being vested in the Taoiseach, who is nominated by the Dáil and is the head of the government. Local Government In The Republic Of Ireland
The functions of local government in the Republic of Ireland are mostly exercised by thirty-one local authorities, termed County, City, or City and County Councils. The principal decision-making body in each of the thirty-one local authorities is composed of the members of the council, elected by universal franchise in local elections every five years from multi-seat local electoral areas using the single transferable vote. Many of the authorities' statutory functions are, however, the responsibility of ministerially appointed career officials termed Chief executives. The competencies of the city and county councils include planning, transport infrastructure, sanitary services, public safety (notably fire services) and the provision of public libraries. The City of Dublin can trace its origin back more than 1,000 years, and for much of this time it has been Ireland's principal city and the cultural, educational and industrial centre of the island. Founding and early history The earliest reference to Dublin is sometimes said to be found in the writings of Claudius Ptolemaeus (Ptolemy), the Egyptian-Greek astronomer and cartographer, around the year 140, who refers to a settlement called Eblana. This would seem to give Dublin a just claim to nearly two thousand years of antiquity, as the settlement must have existed a considerable time before Ptolemy became aware of it. The Irish state came into being in 1919 as the 32 county Irish Republic. In 1922, having seceded from the United Kingdom of Great Britain and Ireland under the Anglo-Irish Treaty, it became the Irish Free State. It comprised 32 counties until 6 counties under the control of Unionists opted out. The 1937 constitution renamed the 'Southern Ireland' state 'Ireland'. In 1949, only 26 counties explicitly became a republic under the terms of the Republic of Ireland Act 1948, definitively ending its tenuous membership of the British Commonwealth. In 1973 the Republic of Ireland joined the European Communities (EC) as a member state which would later become the European Union (EU). Michael Smith (Irish Politician)
Michael Smith (born 8 November 1940) is an Irish former Fianna Fáil politician who served as Minister for Defence from 1997 to 2004, Minister for Education from November 1994 to December 1994, Minister for the Environment from 1992 to 1994 and a Minister of State in various governments. He served as a Teachta Dála (TD) for the Tipperary North constituency from 1969 to 1973, 1977 to 1981 and 1987 to 2002. He also served as a Senator for the Cultural and Educational Panel from 1983 to 1987 and for the Agricultural Panel from May 1982 to December 1982. Background and education Smith was born in Roscrea, County Tipperary in 1940. He was educated at CBS Templemore in County Tipperary. Smith worked as a farmer before entering Dáil Éireann at the 1969 general election as a Fianna Fáil TD for the Tipperary North constituency.
