Little Hoover Commission
The California Little Hoover Commission (LHC), officially the Milton Marks "Little Hoover" Commission on California State Government Organization and Economy, is an independent California state oversight agency modeled after the Hoover Commission and created in 1962, that investigates state government operations and promotes efficiency, economy and improved service through reports, recommendations and legislative proposals. Created by SB 37 in 1993, the California State Auditor operates under the direction of the Little Hoover Commission. Milton Marks
Milton Marks, Jr. (July 22, 1920 – December 4, 1998) was an American politician who served in the California State Assembly and California State Senate, as both a Republican and a Democrat, representing San Francisco for 38 years. Early life Born in San Francisco, Marks attended the city's Alamo Grammar School and Galileo High School, where he participated in the Junior Reserve Officers' Training Corps. After graduating from Galileo as valedictorian of the class of 1937, Marks went on to earn an A.B. from Stanford University in 1941, where he had been part of the Army Reserve Officers' Training Corps. Marks went on to the UC Berkeley School of Law and was studying with a friend, future federal judge Milton Lewis Schwartz, at International House Berkeley during the attack on Pearl Harbor. Hoover Commission
The Hoover Commission, officially named the Commission on Organization of the Executive Branch of the Government, was a body appointed by President Harry S. Truman in 1947 to recommend administrative changes in the Federal Government of the United States. It took its nickname from former President Herbert Hoover, who was appointed by Truman to chair it. Truman used the Reorganization Act of 1949 to implement the recommendations of the Hoover Commission. Reorganization plans issued under the act could be nullified by a concurrent resolution enacted by both chambers of Congress within 60 days of the date of the order. While most of the commission's program was ultimately implemented, eleven of the 41 reorganization plans issued by Truman to carry out the reorganization were nullified by Congress. The California State Auditor's Office (CSA), formerly known as the Office of the Auditor General and later the Bureau of State Audits (BSA), is the supreme audit institution of the Government of California. The California Law Revision Commission (CLRC) is an independent California state agency responsible for recommending reforms of state law. Duties The CLRC makes recommendations to the California State Legislature to correct defects in California statutory law and to bring that law into harmony with modern conditions. The CLRC may only study matters that have been expressly authorized by legislative resolution or statute. Some of the CLRC's studies are purely technical. For example, in 2006 the CLRC was directed to recodify the Penal Code provisions relating to deadly weapons, to make them easier to use and understand without making any change in the outcomes under those laws. Other CLRC studies involve significant legal and policy issues.
