This is a list of mayors of Oshkosh, Wisconsin, USA. Oshkosh was originally incorporated as a city in 1853 with a Mayor–council government, mayor-council form of government. Executive functions were transferred to a Council–manager government, city manager in 1956 and the office of mayor was abolished. The office of mayor was re-established in 1979 as a replacement for the city council president, elected by the city council, with additional ceremonial duties. The office of mayor was then modified again in 2004, to allow voters to directly elect the mayor and grant the mayor veto power over the city council. The city manager, however, remains the chief executive of the city. Charles W
The F/V ''Charles W'', also known as Annie J Larsen, is a historic fishing schooner anchored in Petersburg, Alaska. At the time of its retirement in 2000, it was the oldest fishing vessel in the fishing fleet of Southeast Alaska, and the only known wooden fishing vessel in the entire state still in active service. Launched in 1907, she was first used in the halibut fisheries of Puget Sound and the Bering Sea as the ''Annie J Larsen''. In 1925 she was purchased by the Alaska Glacier Seafood Company, refitted for shrimp trawling, and renamed ''Charles W'' in honor of owner Karl Sifferman's father. The company was one of the pioneers of the local shrimp fishery, a business it began to phase out due to increasing competition in the 1970s. The ''Charles W'' was the last of the company's fleet of ships, which numbered twelve at its height. The boat was acquired in 2002 by the nonprofit Friends of the ''Charles W''. Lori Ann Palmeri (' Clarke; born May 25, 1967) is an American urban planner, community organizer, and Democratic politician. She is the 49th mayor of Oshkosh, Wisconsin, and a member of the Wisconsin State Assembly, representing Wisconsin's 54th Assembly district since January 2023. She was also previously known as Lori A. Hoover and Lori A. McCord. Biography Lori Palmeri was born Lori Ann Clarke. She had an extremely difficult childhood, and suffered abuse and homelessness before being placed in the foster care system. She became pregnant at age 15, dropped out of school and got married. She left her first husband and moved for some time to Indianapolis, Indiana, and was involved in litigation several times with her estranged husband over child support. The ''Oshkosh Northwestern'' is a daily newspaper based in Oshkosh, Wisconsin. The ''Northwestern'' was owned by the Schwalm and Heaney families until 1998, when it was sold to Ogden Newspapers; Ogden traded the paper to Thomson Newspapers two months later for four papers in Ohio and Pennsylvania. Ephraim (; he, ''ʾEp̄rayīm'', in pausa: ''ʾEp̄rāyīm'') was, according to the Book of Genesis, the second son of Joseph ben Jacob and Asenath. Asenath was an Ancient Egyptian woman whom Pharaoh gave to Joseph as wife, and the daughter of Potipherah, a priest of ʾĀwen. Ephraim was born in Egypt before the arrival of the Israelites from Canaan. The Book of Numbers lists three sons of Ephraim: Shuthelah, Beker, and Tahan. However, 1 Chronicles 7 lists eight sons, including Ezer and Elead, who were killed in an attempt to steal cattle from the locals. After their deaths he had another son, Beriah. He was the ancestor of Joshua, son of Nun ben Elishama, the leader of the Israelite tribes in the conquest of Canaan. George White Pratt (March 23, 1840 – January 17, 1899) was a member of the Wisconsin State Assembly and the Wisconsin State Senate. Andrew Haben
Andrew Haben (December 23, 1834January 18, 1908) was a German American immigrant, businessman, Democratic politician, and Wisconsin pioneer. He was the 19th and 24th mayor of Oshkosh, Wisconsin, and represented Winnebago County in the Wisconsin State Senate and Assembly. He was also an unsuccessful candidate for U.S. Congress. Biography Born in the Rhine Province, in the Kingdom of Prussia, Haben emigrated with his parents to the United States in 1837 and settled in Dansville, New York. In 1855, Haben moved to Oshkosh, Wisconsin, and worked as a merchant tailor. He also became active in the real estate trade in Oshkosh. Haben became active with the Democratic Party of Wisconsin, and was elected mayor of Oshkosh in 1876 and 1877. Carlton Foster
Carlton Foster (August 26, 1826August 4, 1901) was an American businessman, Republican politician, and Wisconsin pioneer. He was the 10th and 26th mayor of Oshkosh, Wisconsin, and served three terms in the Wisconsin State Assembly. Biography Carlton Foster was born in Essex County, New York, in August 1826. He was raised on his father's farm and educated in the public schools of Essex and Clinton counties. At age 20, he went to work as an apprentice millwright, and would remain in that profession for over a decade. He moved to Oshkosh, Wisconsin, in September 1855, and made the city his primary residence for the rest of his life. In 1859, he entered the lumber business and soon became regarded as one of the leading lumbermen in the city. In 1870, he built a factory under the firm name Carlton Foster & Co., which became a major manufacturer for sashes, doors, and blinds. Foster remained president of this company until his death.
