Libyan National Conference
The Libyan National Conference was a planned meeting in Ghadames for organising elections and other components of a peace process in Libya. The conference was prepared over 18 months during 2018 and 2019 and planned to take place 14–16 April 2019. It was postponed in early April 2019 as a result the attack on Tripoli by the Libyan National Army led by Khalifa Haftar. Preparation The Libyan National Conference was coordinated by Ghassan Salamé, head of the United Nations Support Mission in Libya (UNSMIL) over 18 months during 2018–2019. From April to July 2018, UNSMIL and the Centre for Humanitarian Dialogue organised 75 meetings in Libya and internationally with 7000 Libyans, three-quarters men and a quarter women. Half a million comments were collected on online social media from 130,000 online followers together with 2000 formal online "submissions". Ghadames
Ghadames or Ghadamis ( Berber: ''ʕadémis''; ar, غدامس, Libyan vernacular: ''ɣdāməs'', Latin: ''Cidamus, Cydamus'', it, Gadames) is an oasis Berber town in the Nalut District of the Tripolitania region in northwestern Libya. The indigenous language of Ghadames is Ghadamès, a Berber language. Ghadamès, known as 'the pearl of the desert', stands in an oasis. It is one of the oldest pre-Saharan cities and an outstanding example of a traditional settlement. Its domestic architecture is characterized by a vertical division of functions: the ground floor used to store supplies; then another floor for the family, overhanging covered alleys that create what is almost an underground network of passageways; and, at the top, open-air terraces reserved for the women. The Presidential Council ( ar, المجلس الرئاسي, ''al Majlis al Riyasiu'') is a body formed under the terms of the Libyan Political Agreement which was signed on 17 December 2015. The Council carries out the functions of head of state of Libya and is to take command of the Libyan Armed Forces. The agreement has been unanimously endorsed by the United Nations Security Council which welcomed the formation of the Presidency Council and recognized that the Government of National Accord is the sole legitimate executive government of Libya. The ''Libya Herald'' ( ar, ليبيا هيرلد) is an English-language newspaper based in Tripoli, Libya, launched on 17 February 2012. Creation The ''Libya Herald'' was launched on 17 February 2012, the first anniversary of the outbreak of the Libyan Civil War, and currently publishes news through its website, though plans are in place to launch a print edition in the near future. The Libya Herald was the initiative of Michel Cousins, a British journalist raised in Libya who has worked in the Arab world for much of his career. The Libyan Political Dialogue Forum (LPDF) is an intra-Libyan political body involved in series of meetings started in late 2020, initially aiming to lead to Libyan elections, Libyan peace process and "democractic legitimacy of Libyan institutions", mainly taking place in the context of the Second Libyan Civil War. The LPDF continues with involving both Government of National Unity and the Government of National Stability as current leading elements of the peace process. The High Council of State ( ar, المجلس الأعلى للدولة, ''al majlis al'aelaa lildawla''), is an advisory body for Libya formed under the terms of the Libyan Political Agreement which was signed on 17 December 2015. The agreement resulted from United Nations supported peace talks and has been unanimously endorsed by the Security Council. The High Council of State is able to advise the interim Government of National Accord (GNA) and the House of Representatives (HoR), currently based in Tobruk, and can express a binding opinion on these bodies under certain circumstances. The Libyan House of Representatives (HoR) ( ar, مجلس النواب, translit=Majlis al-Nuwaab, translation=Council of Deputies) is the legislature of Libya resulting from the 2014 Libyan parliamentary election, which had an 18% turnout. In late 2014, following the failed coup attempt to take over the capital Tripoli in the context of the Libyan Civil War, the House of Representatives relocated itself to Tobruk in the far east of Libya. The Libyan presidential election had originally been planned for 10 December 2018, but was delayed due to Khalifa Haftar's Western Libya campaign. The election was thereafter scheduled to be held on 24 December 2021 but was indefinitely postponed after the head of High National Election Commission (HNEC) ordered the dissolution of the electoral committees nationwide.
