L. J. Maxwell
L. J. Maxwell (born c. 1851) was a state legislator in Arkansas. A Republican, he represented Jefferson County, Arkansas in the Arkansas House of Representatives in 1874 and 1875. Another African-American Legislator Ned Hill also served in the House from Jefferson County for the same two-year period. The following year in 1876, Maxwell ran for State Senator but lost to George Haycock. In 1883 he represented Jefferson County as a delegate at the State Convention. The same year he was appointed as the railway postal clerk. In 1894 he made another run for representative, but was unsuccessful. Jefferson County, Arkansas is a county located in the U.S. state of Arkansas in the area known as the Arkansas Delta that extends west of the Mississippi River. Jefferson County consists of five cities, two towns, and 20 townships. The county is bisected by the Arkansas River, which was critical to its development and long the chief transportation byway. In 2020, Jefferson County's population was estimated at 67,260. Its county seat and largest city is Pine Bluff. Jefferson County is included in the Pine Bluff metropolitan statistical area. The Arkansas State House of Representatives is the lower house of the Arkansas General Assembly, the state legislature of the US state of Arkansas. The House is composed of 100 members elected from an equal amount of constituencies across the state. Each district has an average population of 29,159 according to the 2010 federal census.
