Khomasdal Constituency
Khomasdal Constituency (until 2013: Khomasdal North Constituency) is a constituency in Windhoek in the Khomas Region of Namibia. it had 25,550 registered voters. The constituency consists of parts of the suburbs Khomasdal, Katutura, and Otjomuise. It had a population of 43,921 in 2011, up from 27,950 in 2001. Politics Khomasdal is traditionally a stronghold of the South West Africa People's Organization (SWAPO) party. The first councillor of this constituency was SWAPO's Karel Persendt. In 1998, Margaret Mensah-Williams, also on a SWAPO ticket, took over from him. She was subsequently selected to represent Khomas Region in the National Council, and in 1999 she became its vice-chairperson (deputy speaker), the first woman to be elected to a major decision-making position in Namibia. Under Germany's mixed member proportional system of election, the Bundestag has 299 constituencies ( (), electoral districts), which are used to elect members of the Bundestag. Before the electoral reform in 2023, each constituency directly elected one MP, with the remaining seats being elected from the various party closed lists in each of Germany's sixteen states, distributed in a manner that ensures that the overall proportion of representatives for each party above the threshold was in proportion to the share of votes its lists received nationwide. Since the 2023 reform, constituency seats are only allocated to the candidate with the most votes, if the party is proportionally entitled to the seat in that state. If a party has more constituency pluralities than it is proportionally entitled to seats in a state, only the best performing constituency winners, ranked by relative vote share, are elected. Namibia held elections for their local and regional councils on 27 November 2015. Ballots were cast using electronic voting. Electoral system Elections to regional councils are held using the first-past-the-post electoral system. Voters in each constituency elect one councillor to represent them on their regional council. Local authority councillors are elected by a system of proportional representation. Results Regional and local elections taken together elected 199 women out of the 499 available seats, partly because affirmative action for women is required by law in local authority elections.
