Shropshire is a Unitary authorities of England, unitary authority area in the Ceremonial counties of England, ceremonial county of Shropshire, in the West Midlands (region), West Midlands region of England. It was created on 1 April 2009 from the former districts of Bridgnorth District, Bridgnorth, North Shropshire, Borough of Oswestry, Oswestry, Shrewsbury and Atcham and South Shropshire. The district is governed by Shropshire Council. It contains 188 civil parishes. In England, a civil parish is a type of administrative parish used for local government. It is a territorial designation which is the lowest tier of local government.
