Kangping County () is a county of Liaoning Province, Northeast China, it is under the administration of the prefecture-level city of Shenyang, the capital of Liaoning, bordering Inner Mongolia to the northwest, and is north of downtown Shenyang. , it has a population of 353,061 residing in an area of . Fuxin () is a prefecture-level city in northwestern Liaoning province, People's Republic of China, bordering the Inner Mongolia Autonomous Region to the north.
