KENV-DT (channel 10) is a television station licensed to Elko, Nevada, United States, broadcasting the digital multicast television network, digital multicast network Roar (TV network), Roar (formerly TBD). Owned by Cunningham Broadcasting, it is operated under a local marketing agreement, joint sales agreement by Roar owner Sinclair Broadcast Group (effectively making KENV an owned-and-operated station). KENV's studios are located on the campus of Great Basin College on Chilton Circle in Elko, and its transmitter is located on Grindstone Mountain (Nevada), Grindstone Mountain. Local Marketing Agreement
In North American broadcasting, a local marketing agreement (LMA), or local management agreement, is a contract in which one corporation, company agrees to operate a radio station, radio or television station owned by another party. In essence, it is a sort of lease or time-buy. Under Federal Communications Commission (FCC) regulations, a local marketing agreement must give the company operating the station (the "senior" partner) under the agreement control over the entire facilities of the station, including the finances, personnel and programming of the station. Its original licensee (the "junior" partner) still remains legally responsible for the station and its operations, such as compliance with relevant regulations regarding content. Special Temporary Authority (STA) in U.S. broadcast law is a type of broadcast license which temporarily allows a broadcast station to operate outside of its normal technical or legal parameters. In the Federal Communications Commission (FCC) station database (CDBS), broadcast STA applications have a prefix of BSTA (general), BLSTA (legal), BESTA (engineering), or BLESTA (both). STAs can also be issued for other telecommunication services under FCC regulation. Often an STA is necessary due to an unforeseen event. In broadcasting, a dark television station or silent radio station is one that has gone off the air for an indefinite period of time. Usually unlike dead air (broadcasting only silence), a station that is dark or silent does not even transmit a carrier signal. KTVN (channel 2) is a television station in Reno, Nevada, United States, affiliated with CBS. Owned by Sarkes Tarzian, Inc., the station maintains studios on Energy Way in Reno, and its transmitter is located on Slide Mountain in unincorporated Washoe County.
