Juan Carlos Pavía
Juan Carlos Pavía is the current director of the Office of Management and Budget of Puerto Rico. A former executive at the Government Development Bank of Puerto Rico (GDB), he began serving Governor Luis Fortuño as an economic development assistant at the Governor's Office. During his stint at GDB, Pavía served as Executive Director of the government's fiscal stabilization board which helped stabilize the United States territory's fiscal condition after the prior administration ran up a $3.3 billion operating deficit in fiscal year 2008-09. As Director of OMB, he is the main government spokesperson regarding fiscal controls. In 2012, Puerto Rico's economy expanded slightly after a six-year recession. Luis Guillermo Fortuño Burset (born 31 October 1960) is a Puerto Ricans, Puerto Rican politician who served as the governor of Puerto Rico, an unincorporated territory of the United States, from 2009 to 2013. Fortuño served as the first Secretary of Economic Development and Commerce of Puerto Rico, secretary of economic development and commerce of Puerto Rico (1994–1997), as the executive director of the Puerto Rico Tourism Company (1993–1994), and as the president of the Puerto Rico Hotel Development Corporation during the administration of Pedro Rosselló. Rexford Guy Tugwell
Rexford Guy Tugwell (July 10, 1891 – July 21, 1979) was an American economist who became part of Franklin D. Roosevelt's first " Brain Trust", a group of Columbia University academics who helped develop policy recommendations leading up to Roosevelt's New Deal. Tugwell served in FDR's administration until he was forced out in 1936. He was a specialist on planning and believed the government should have large-scale plans to move the economy out of the Great Depression because private businesses were too frozen in place to do the job. He helped design the New Deal farm program and the Resettlement Administration that moved subsistence farmers into small rented farms under close supervision. His ideas on suburban planning resulted in the construction of Greenbelt, Maryland, with low-cost rents for relief families.
