Joseph Vintcent
Joseph Johannis Vintcent MLC (8 November 1809 - 26 December 1873) was a member of the Legislative Council (upper house) of the Parliament of the Cape of Good Hope. Career Born in The Hague, Netherlands, as the son of Lodewijk Vincent and Esther Philippine Leuliet, he became a book keeper at the cadastre in his hometown before 1836. Vintcent emigrated to the Cape Colony in 1844 and became a farmer. He was elected to the Legislative Council, where he was a keen supporter of responsible government (democratic self-rule), voluntaryism (separation of church & state), and of public works expansion. When responsible government was attained in 1872, the new Prime Minister John Molteno offered Vintcent the position of Treasurer General. Vintcent declined due to ill-health however, and the position was then offered to Dr Henry White. Vintcent died the next year in 1873. Parliament Of The Cape Of Good Hope
The Parliament of the Cape of Good Hope functioned as the legislature of the Cape Colony, from its founding in 1853, until the creation of the Union of South Africa in 1910, when it was dissolved and the Parliament of South Africa was established. It consisted of the House of Assembly (the lower house) and the legislative council (the upper house). The First Parliament Prior to responsible government, the British government granted the Cape Colony a rudimentary and relatively powerless Legislative Council in 1835. The British attempt to turn the Cape into a penal colony for convicts, similar to Australia, resulting in the Convict crisis of 1849, mobilised the local population in the 1840s and threw up a generation of local leaders who believed that far-away Britain was not capable of understanding local interests and issues. Nevill Vintcent OBE DFC (1902 – 29 January 1942) was a South African aviator and airline founder. He was the son of Charles Vintcent, a South African cricketer. Early life Nevill Vintcent, a South African, born in 1902, entered Osborne in 1916, proceeded to the Royal Naval College, Dartmouth, and served in HMS ''Temeraire'' for a few months during the Great War. In 1920 he went to the Royal Air Force College Cranwell with the first course, was commissioned in the RAF in 1922, and served in Kurdistan, Transjordania, Egypt, and Iraq, where he won the DFC in unusual circumstances when he, with a brother officer, had made a forced landing in hostile country. To enable his co-pilot to fire the guns of the aeroplane and beat off the attacks of Arab horsemen, he carried the tail of the aeroplane on his shoulder, and throughout a prolonged engagement swung the aircraft into position for firing until help arrived. Pope John X (; died 28 May 928) was the bishop of Rome and nominal ruler of the Papal States from March 914 to his death. A candidate of the counts of Tusculum, he attempted to unify Italy under the leadership of Berengar of Friuli, and was instrumental in the defeat of the Saracens at the Battle of Garigliano. Henry White (Cape Treasurer General)
Dr Henry White, M.L.C. (17 April 1813 – 9 December 1894) was a Parliament of the Cape of Good Hope, Member of Parliament and Treasurer, Treasurer General of the Cape Colony. Personal life and early career Born in Pamplemousses, Mauritius on 17 April 1813, his father was John White born in Dover, Kent his mother: Josephine Elizabeth Mabille born in Mauritius; White emigrated to the Cape when he was still young. He completed his studies at The Royal College of Surgeons, Lincoln's Inn Fields, London, obtaining his licence on 20 October 1834. Returning to the Cape, he became District Surgeon for Swellendam. He was effectively the Doctor for the Overberg region of the Cape, for the next twenty years. Dr White retired from his medical work in 1857, and invested his savings in setting up as a farmer on the Breede River nearby.
