Major General Joseph Frederick Fil Jr. (born 22 May 1953) was commissioned a Second Lieutenant in the United States Army in June 1976. He is a Distinguished Military Graduate of San José State University. He has served in Army units in the United States, Germany, Belgium and Iraq. Fort Irwin National Training Center (Fort Irwin NTC) is a major training area for the United States military in the Mojave Desert in northern San Bernardino County, California. Fort Irwin is at an average elevation of . It is located northeast of Barstow, in the Calico Mountains. The National Training Center is part of the US Army Forces Command (FORSCOM).
