William Morgan Conder
William Morgan "Morg" Conder (February 1, 1897 – February 8, 1947) was an American politician, member of the Tennessee House of Representatives, businessman, and amateur athlete from Perry County, Tennessee. Conder represented a floterial district comprising Perry County and Humphreys County for a partial term, dying while in office. Prior to holding office in the legislature, Conder served six years as Perry County trustee and a term as mayor of the town of Linden, Tennessee. Conder married Alma Mae Starbuck on May 6, 1917, and was the father of three daughters. Humphreys County, Tennessee
Humphreys County is a county located in the western part of Middle Tennessee, in the U.S. state of Tennessee. As of the 2020 census, the population was 18,990. Its county seat is Waverly. The county is named after American jurist and politician Parry Wayne Humphreys. It was established in 1809 from the southern portion of Stewart County. History Humphreys County was established in 1809 from parts of Stewart County, and named for Parry Wayne Humphreys, a young Justice of the State Supreme Court, who was later elected as US Congressman from this area. The county seat was initially located at Reynoldsburg, near the mouth of Dry Creek. When the western half of the county was taken to form Benton County to the west in 1835, the seat of Humphreys was newly designated as Waverly, a town that was more centrally located in the redefined jurisdiction. A floterial district is a legislative district that includes several separate districts that independently would not be entitled to seats in the legislative body, but whose combined population entitles the area to another seat. It is a technique that a state may be authorized to use to achieve more equal apportionment by population during redistricting. In common usage, a floterial district is not just a multi-town district, but a multi-town district that "floats" over towns that already elect one or more legislators. For example, a city due more than five representatives but not quite six might elect five representing the city itself, and one more in a floterial district that includes some neighboring towns whose small populations, alone, would not merit even a single representative. Perry County is a county located in the U.S. state of Tennessee. As of the 2020 census, the population was 8,366, with an average population density of , making it the least densely populated county in Tennessee. Its county seat and largest town is Linden. The county is named after American naval commander and War of 1812 hero Oliver Hazard Perry. In 1806, the Cherokee ceded to the United States the land that would later become Perry County in the Treaty of Washington. The county was established by the Tennessee General Assembly in 1819 from parts of Wayne County, Hickman County, and Humphreys County.
