John V. Singleton
John Virgil Singleton Jr. (March 20, 1918 – March 20, 2015) was a United States district judge of the United States District Court for the Southern District of Texas. Education and career Born in Kaufman, Texas, Singleton received a Bachelor of Arts degree from the University of Texas at Austin in 1942. While at UT, he was a member of the Texas Cowboys service organization. He then served in the United States Navy as a Lieutenant Commander from 1942 to 1946, working in the United States Department of Veterans Affairs, Veterans Administration and graduated from the Naval Justice School in 1948. Senior Status
Senior status is a form of semi- retirement for United States federal judges. To qualify, a judge in the federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. State courts with a similar system include Iowa (for judges on the Iowa Court of Appeals), Pennsylvania, and Virginia (for justices of the Virginia Supreme Court). Houston Public Library is the public library system serving Houston, Texas, United States. History Houston Lyceum and the Carnegie Library The Houston Public Library system traces its founding to the creation of the second Houston Lyceum in 1854. The lyceum was preceded by a debating society, a special-interest mechanics' lyceum, and a circulating library. The lyceum's library eventually split into a separate institution at the end of the 19th century. In 1892, William Marsh Rice, a Houston businessman and philanthropist who later chartered Rice University, donated $200,000 for the construction of a free public library. The facility opened in 1895 and obtained its own building in 1904 with financial assistance from Andrew Carnegie.
