John P. Foley (judge)
John P. Foley (1938November 23, 1984) was an American lawyer and judge. He was Presiding Judge of the Wisconsin Court of Appeals from 1981 until his death in 1984. Biography Foley graduated from the University of Wisconsin-Madison and Marquette University Law School and served in the United States Army. He died on November 23, 1984. Legal career After working with a private law firm, Foley was appointed a Wisconsin Circuit Court Judge by Governor Patrick Lucey Patrick Joseph Lucey (March 21, 1918 – May 10, 2014) was an American politician. A member of the Democratic Party, he served as the 38th Governor of Wisconsin from 1971 to 1977. He was also independent presidential candidate John B. Anderson ... in 1976. Wisconsin Court Of Appeals
The Wisconsin Court of Appeals is an intermediate appellate court that reviews contested decisions of the Wisconsin circuit courts. The Court of Appeals was created in August 1978 to alleviate the Wisconsin Supreme Court's rising number of appellate cases. Published Court of Appeals opinions are considered binding precedent until overruled by the Supreme Court; unpublished opinions are not. The Court hears most appeals in three-judge panels, but appeals of circuit court decisions in misdemeanor, small claims, and municipal ordinance cases are decided by a single judge. Composition The Court of Appeals comprises 16 judges elected to six-year terms in four geographic districts. Wisconsin Circuit Courts
The Wisconsin circuit courts are the general trial courts in the state of Wisconsin. There are currently 69 circuits in the state, divided into 10 judicial administrative districts. Circuit court judges hear and decide both civil and criminal cases. Each of the 249 circuit court judges are elected and serve six-year terms. On March 6, 2020, Governor Tony Evers signed bipartisan legislation to create 12 new circuit court branches, with four seats to be added each year from 2021 to 2023. Structure of the circuit courts The circuit court system is composed of 69 circuits, with 66 circuits serving a single county, and three circuits serving two counties each.
