Joe Fitzgibbon
Joseph Clark Fitzgibbon (born August 27, 1986) is an American politician of the Democratic Party. He is a member of the Washington House of Representatives, representing the 34th district since 2010. In 2013, Fitzgibbon called Arizona a “desert racist wasteland” after the Seahawks lost to the Cardinals. He later apologized. Fitzgibbon has been chair of the House Environment and Energy Committee since 2015. In early 2023, Fitzgibbon expressed his opposition to broad tax relief. The Washington House of Representatives is the lower house of the Washington State Legislature, and along with the Washington State Senate makes up the legislature of the U.S. state of Washington. Emissions Trading
Emissions trading is a market-oriented approach to controlling pollution by providing economic incentives for reducing the emissions of pollutants. The concept is also known as cap and trade (CAT) or emissions trading scheme (ETS). One prominent example is carbon emission trading for and other greenhouse gases which is a tool for climate change mitigation. Other schemes include sulfur dioxide and other pollutants. In an emissions trading scheme, a central authority or governmental body allocates or sells a limited number (a "cap") of permits that allow a discharge of a specific quantity of a specific pollutant over a set time period. Polluters are required to hold permits in amount equal to their emissions. Polluters that want to increase their emissions must buy permits from others willing to sell them. Washington Climate Commitment Act
The Climate Commitment Act is a law enacted by the Washington state legislature and signed by Governor Jay Inslee in 2021. Cap and invest program The Climate Commitment Act is implemented through the Cap-and-Invest program which was launched in 2023. Initiative 2117 In the 2024 general election, ballot initiative 2117 which sought to repeal the Climate Commitment Act was placed on the ballot. A poll in May 2024 of 403 registered voters showed 41% support repealing while 31% oppose with a +/- 5% margin of error. Over $8.5 million and $5 million were raised in support and opposition of the initiative, respectively. Low-carbon Fuel Standard
A low-carbon fuel standard (LCFS) is an emissions trading rule designed to reduce the average carbon intensity of transportation fuels in a given jurisdiction, as compared to conventional petroleum fuels, such as gasoline and diesel. The most common methods for reducing transportation carbon emissions are supplying electricity to electric vehicles, supplying hydrogen fuel to fuel cell vehicles and blending biofuels, such as ethanol, biodiesel, renewable diesel, and renewable natural gas into fossil fuels.
