Jim Lykam (born December 16, 1949) is an American politician. He serves in the Iowa Senate, representing the 45th district. He previously represented the 89th district in the Iowa House of Representatives from 2003 to 2017. Joe M. Seng (September 27, 1946 – September 16, 2016) was the Iowa State Senator from the 45th District. A Democrat, he served in the Iowa Senate from 2003 until 2016. Davenport is a city in and the county seat of Scott County, Iowa, United States. The Iowa Senate is the upper house of the Iowa General Assembly, United States. There are 50 seats in the Iowa Senate, representing 50 single-member districts across the state of Iowa with populations of approximately 60,927 per constituency, .
