Overview The first city mayor of Warsaw was Jan Andrzej Menich (1695–1696). The municipal self-government existed in Warsaw until World War II and was restored in 1990 (during the communist times, the National City Council – ''Miejska Rada Narodowa'' – governed in Warsaw). Jan Dekert
Jan Dekert or Jan Dekiert (1738 – 4 October 1790) was a Polish merchant of German descent and political activist. Starting in the 1760s, he rose to become one of the most prominent merchants in the Polish capital of Warsaw. He was an activist arguing for more rights for the burghers in the Polish–Lithuanian Commonwealth while opposing Jewish merchants. As the representative of Warsaw, he was elected a deputy to the Sejms of 1784 and 1786, as well as to the Great Sejm (1788–1792). He was the mayor of Warsaw (1789–1790), during which period he organized the Black Procession on 2 December 1789 (a march of burghers who delivered a petition to the king). This was a major step towards the passing of the Free Royal Cities Act enfranchising burghers, as one of the reforms of the Great Sejm and part of the Constitution of the 3rd May, 1791. Louis-Charles-Auguste Hébert
Louis-Charles-Auguste Hébert (31 December 1763 – 3 October 1836) was a missionary of Paris Foreign Missions Society and was the Vicar Apostolic of Madurai and Coromandel Coast from 8 July 1836 until his death on 3 October 1836. Biography He was born in Villedieu-lès-Bailleul, France on 31 December 1763. He left for the Malabar Mission on 29 January 1792 and arrived in Pondicherry the same year. He was given charge of the newly constituted College (seminary). At the same time he was asked to be in charge of the parishes of Oulgaret and Nellitope in Pondicherry. In 1806 he was nominated Bishop of Halicarnasse (titular see) and coadjutor to Mgr. Champenois who, because of Hébert's poor health, refused to ordained him bishop. When after 5 years he consented to do so, it was Fr. Hébert who refused to be consecrated that nobody was available to replace him in his parishes as well as procurator of the mission. Nicolas Adames
Nicolas Adames (29 December 1813 – 13 February 1887) was the first Bishop of Luxembourg. Life He was born in Troisvierges in 1813, the only child of the farmer Jean Adames and Marie Magdalena Wangen. Nicolas Adames' father died in 1818 before he was 5 years old. His mother became remarried to a widower, Nikolaus Köcher from Basbellain, with whom she had more children. In his village, Nicolas started teaching at the age of 12. He learned French in Belgium, and worked for an accountant for one year. Under his village priest, he studied to join the ''Petit Séminaire'' in Bastogne, but went instead to the seminary in Namur, and was ordained a priest on 25 August 1839. In 1841 he became a chaplain in Echternach before Bishop Jean-Théodore Laurent, the Apostolic Vicar in Luxembourg from 1840, made Adames priest of the Notre-Dame Church of the fortress city of Luxembourg.
