James O. Patterson
James O'Hanlon Patterson (June 25, 1857 – October 25, 1911) was a United States representative from South Carolina. Biography He was born in Barnwell, South Carolina. He attended private schools in town and also in Augusta, Georgia. Later, he studied law, was admitted to the bar in 1886, and commenced practice in Barnwell, South Carolina. The South Carolina House of Representatives is the lower house of the South Carolina General Assembly. It consists of 124 representatives elected to two-year terms at the same time as U.S. congressional elections. Unlike many legislatures, seating on the floor is not divided by party, but is arranged by county delegation – a legacy of the original apportionment of the chamber. Barnwell County is a county in the U.S. state of South Carolina. As of the 2020 census, its population was 20,589. Barnwell County is part of the Augusta-Richmond County, GA-SC Metropolitan Statistical Area. It is located in the Central Savannah River Area. Its county seat is Barnwell. History The Barnwell District was created in 1797 (effective in 1800) from the southwestern portion of the Orangeburg District, along the Savannah River. It was named after John Barnwell, a local figure in the Revolutionary War. In 1868, under the South Carolina Constitution revised during Reconstruction, South Carolina districts became counties. The government was made more democratic, with county officials to be elected by male citizens at least 21 years old, rather than by the state legislature as done previously. Barnwell is a city in and county seat of Barnwell County, South Carolina, United States, located along U.S. Route 278. The population was 4,750 at the 2010 census. Geography Barnwell is located east of the center of Barnwell County at (33.244534, -81.363214). Turkey Creek, a tributary of the Salkehatchie River, runs through the city just west of the downtown, and includes a small impoundment known as Lake Brown in the north part of the city. U.S. Route 278 passes through the city, leading south to Allendale and northwest to Augusta, Georgia. State highways 3, 70, 64 also pass through the city; SC 64 leads west to the east entrance of the Savannah River Site, which is a nuclear reservation. South Carolina's 2nd Congressional District
The 2nd congressional district of South Carolina is in central and southwestern South Carolina. The district spans from Columbia to the South Carolina side of the Augusta, Georgia metropolitan area. From 1993 through 2012, it included all of Lexington, Jasper, Hampton, Allendale and Barnwell counties; most of Richland and Beaufort counties and parts of Aiken, Calhoun and Orangeburg counties. It was made more compact in the 2010 round of redistricting, and now comprises all of Lexington, Aiken and Barnwell counties, most of Richland County, and part of Orangeburg County. Besides Columbia (60 percent of which is in the district), other major cities in the district include Aiken and North Augusta.
