James C. F. Huang
James Chih-Fang Huang (; born September 14, 1958) is a Taiwanese diplomat who served as the Minister of Foreign Affairs (Republic of China), Minister of Foreign Affairs from 2006 to 2008. Education Huang earned a bachelor's degree in political science from National Taiwan University. Political career Huang began working for Chen Chien-jen (born 1939), Chen Chien-jen in 1985, as Chen's secretary. Huang then became the English interpreter for Lien Chan and Vincent Siew. He joined the Mainland Affairs Council in 1999, and left in 2002, when he began working directly for President Chen Shui-bian. Huang began his tenure in the Presidential Office Building, Taiwan, Presidential Office as a spokesman and was later promoted to deputy chief of staff. On 25 January 2006, Huang replaced Mark Chen as foreign minister. Chen Shui-bian
Chen Shui-bian ( zh, t=陳水扁; born 12 October 1950) is a Taiwanese former politician and lawyer who served as the fifth president of the Republic of China (Taiwan) from 2000 to 2008. Chen was the first president from the Democratic Progressive Party (DPP), ending the Kuomintang's (KMT) 55 years of continuous rule in Taiwan. He is sometimes referred to by the nickname A-Bian (). A lawyer, Chen entered politics in 1980 during the Kaohsiung Incident as a member of the Tangwai movement and was elected to the Taipei City Council in 1981. In 1985, as the editor of the weekly pro-democracy magazine ''Neo-Formosa'', he was jailed for libel following publication of an article critical of Elmer Fung, a college philosophy professor who was later elected a New Party legislator. The New Southbound Policy () is an initiative of the Government of the Republic of China, Taiwanese government under President Tsai Ing-wen that aims to enhance cooperation and exchange between Taiwan and 18 countries in Southeast Asia, South Asia and Australasia. James C. F. Huang was appointed the first director of the New Southbound Policy Office.
