James B. Lockhart III
James B. Lockhart III (born 1946) is an American U.S. Navy officer, business executive, and, since September 2009, Vice Chairman of WL Ross & Co, which manages $9 billion of private equity investments, a hedge fund and a Mortgage Recovery Fund. It is a subsidiary of Invesco, a Fortune 500 investment management firm. He coordinates WL Ross's investments in financial services firms and mortgages. Lockhart serves co-chairs the Bipartisan Policy Center's Commission on Retirement Security and Personal Savings. For the prior 7 years, he served in the US Government in a series of Presidential-appointed, Senate-confirmed positions. From July 30, 2008, he was the Director (CEO) and Chairman of the Oversight Board of the Federal Housing Finance Agency (FHFA).
