Jabu Mbalula
Jabu Ntsokolo Ishmael Mbalula (born 15 December 1967) is a South African politician and former diplomat. A member of the African National Congress, he was elected to the Free State Provincial Legislature in the 2024 general election. He was appointed Member of the Executive Council for Community Safety, Roads and Transport shortly afterwards. Mbalula is the older brother of the incumbent Secretary-General of the African National Congress, Fikile Mbalula. Early life and education Mbalula was born on 15 December 1967. He enrolled at the University of the Free State in 1994, however, he took a break from his studies in 1997. He later returned to the university and graduated with a Bachelor of Arts in Governance and Political Transformation in 2014. The following year, he received a postgraduate qualification in Labour Law. Mangaung Metropolitan Municipality
The Mangaung Metropolitan Municipality (; ; ; ; ) is a metropolitan municipality which governs Bloemfontein and surrounding towns in the Free State province of South Africa. Xhosa People
The Xhosa people ( , ; ) are a Bantu peoples, Bantu ethnic group that migrated over centuries into Southern Africa eventually settling in South Africa. They are the second largest ethnic group in South Africa and are native speakers of the Xhosa language, isiXhosa language. The Xhosa people are descendants of Nguni people, Nguni clans who settled in the Southeastern part of Southern Africa displacing the original inhabitants, the Khoisan. Protection Of Personal Information Act, 2013
The Protection of Personal Information Act (PoPIA or the PoPI Act) is a piece of legislation which governs the law of data protection and privacy in South Africa. The act was passed to regulate the right to privacy, as enshrined by section 14 of the Constitution of South Africa, and would work in conjunction with the Promotion of Access to Information Act. The President of South Africa assented to the Act on 19 November 2013. As part of the regulation a new government agency was created, the Information Regulator, an independent body which is empowered to monitor and enforce compliance of the PoPI Act within the public and private sector. The act came into force 1 July 2020, which commenced a one-year grace period during which all South African entities were expected to become compliant. In accounting, insolvency is the state of being unable to pay the debts, by a person or company ( debtor), at maturity; those in a state of insolvency are said to be ''insolvent''. There are two forms: cash-flow insolvency and balance-sheet insolvency. Cash-flow insolvency is when a person or company has enough assets to pay what is owed, but does not have the appropriate form of payment. For example, a person may own a large house and a valuable car, but not have enough liquid assets to pay a debt when it falls due. Cash-flow insolvency can usually be resolved by negotiation. For example, the bill collector may wait until the car is sold and the debtor agrees to pay a penalty. Balance-sheet insolvency is when a person or company does not have enough assets to pay all of their debts. The person or company might enter bankruptcy, but not necessarily.
