For purposes of community development and citizen participation, the City of Birmingham's nine Council districts are divided into a total of 23 communities, and again into a total of 99 individual neighborhoods with their own neighborhood associations. Communities do not necessarily follow Council District boundaries. This structure was created in 1974 as part of a formal "Citizen Participation Program" designed to improve communication between residents and city leaders. Neighborhood associations are routinely consulted on matters related to zoning changes, liquor licenses, economic development, and city services. Neighborhoods are also granted discretionary funds from the city's budget to use for capital improvements and for non-capital projects and events. The Highland Park neighborhood is one of the oldest neighborhoods in Birmingham, Alabama. Originally developed as a suburb of Birmingham by the Elyton Land Company, it lies approximately two miles south of the city’s central business district and is one of the more prosperous and diverse neighborhoods within the city. Homes and apartments built in the late 19th and early 20th centuries exist alongside contemporary condominiums and office buildings. New developments continue to arise in and around the neighborhood. Avondale, Birmingham, Alabama
Avondale was a company town built around the Avondale Mills east of Birmingham, Alabama in Jefferson County. The town was incorporated on March 18, 1887. The city was annexed into Birmingham in 1910 and is now divided into three separate neighborhoods, North Avondale, East Avondale and South Avondale. The first residents of the area were clustered around "King's Spring" on the slopes of Red Mountain, now the site of Avondale Park. There was once a small skirmish near the spring when Confederates fired on Union soldiers watering their horses. The wife of Jefferson County sheriff Abner Killough was struck in the breast by a stray shot while sitting on her porch. Her wound is believed to have been the only blood spilled in the county during the war. The park was the largest in Birmingham until Ruffner Mountain Park was dedicated. Woodlawn, Birmingham, Alabama
Woodlawn is a community in northeast Birmingham, Alabama, Birmingham, in Jefferson County, Alabama, United States. History Present-day Woodlawn was settled by a group of farming families who entered the area in 1815, just as it was opened to settlement by the Treaty of Fort Jackson. The community took its name from the Wood family, headed by Obadiah Wood (1753-1849) and his son Edmond Wood (1791-1865), from Greenville, South Carolina. The site they chose was a well-watered section of Jones Valley along the Georgia Road which extended deep into what was then still part of the Mississippi Territory. Edmund was granted 1200 acres (5 km2) of Obadiah's holdings on which to raise his family. It was on that property that the town of Rockville was formed in 1832 - a small cluster of houses near the roadside.
