Origins and purpose IPOA emerged from the 2010 constitutional reforms, which aimed to address decades of police impunity, including extrajudicial killings and corruption. Launched in June 2012, it replaced ineffective bodies like the Police Complaints Standing Committee, marking a shift toward civilian-led oversight.
