''IEEE Transactions on Dielectrics and Electrical Insulation'' is a peer-reviewed scientific journal published bimonthly by the Institute of Electrical and Electronics Engineers. It was co-founded in 1965 by the IEEE Dielectrics and Electrical Insulation Society under the name IEEE Transactions on Electrical Insulation. In electromagnetism, a dielectric (or dielectric medium) is an Insulator (electricity), electrical insulator that can be Polarisability, polarised by an applied electric field. When a dielectric material is placed in an electric field, electric charges do not flow through the material as they do in an electrical conductor, because they have no loosely bound, or free, electrons that may drift through the material, but instead they shift, only slightly, from their average equilibrium positions, causing dielectric polarisation. Because of Polarisation density, dielectric polarisation, positive charges are displaced in the direction of the field and negative charges shift in the direction opposite to the field. This creates an internal electric field that reduces the overall field within the dielectric itself. The Institute of Electrical and Electronics Engineers (IEEE) is an American 501(c)(3) organization, 501(c)(3) public charity professional organization for electrical engineering, electronics engineering, and other related disciplines. The IEEE has a corporate office in New York City and an operations center in Piscataway, New Jersey. The IEEE was formed in 1963 as an amalgamation of the American Institute of Electrical Engineers and the Institute of Radio Engineers.
