Humanitarian Cluster System
The Humanitarian Cluster System is a system, used by the United Nations Office for the Coordination of Humanitarian Affairs, to coordinate multi-agency responses to large humanitarian emergencies. The system has been used since 2005 to improve the quality of humanitarian aid delivery. The cluster system categorizes humanization activities into eleven work areas, and four cross-cutting themes, and identifies coordinating organizations for each of them. The coordination system has improved some aspects of humanitarian responses, and while it empowers international organizations, it also excludes local and national organizations, contrary to the widely accepted Localisation (humanitarian practice), localisation agenda. HIV/AIDS
Human immunodeficiency virus infection and acquired immunodeficiency syndrome (HIV/AIDS) is a spectrum of conditions caused by infection with the human immunodeficiency virus (HIV), a retrovirus. Following initial infection an individual may not notice any symptoms, or may experience a brief period of influenza-like illness. WASH
WASH (or Watsan, WaSH) is an acronym that stands for "water, sanitation and hygiene". It is used widely by non-governmental organizations and aid agencies in developing countries. The purposes of providing access to WASH services include achieving public health gains, improving human dignity in the case of sanitation, implementing the human right to water and sanitation, reducing the burden of collecting drinking water for women, reducing risks of violence against women, improving education and health outcomes at schools and health facilities, and reducing water pollution. Shelter Cluster
The Shelter Cluster is an Inter-Agency Standing Committee (IASC) coordination mechanism that supports people affected by disasters and conflicts with the means to live in safe, dignified and appropriate shelter. Humanitarian Protection
Humanitarian protection is the act of promoting and ensuring the legal rights of people affected by humanitarian crises. The concept of humanitarian protection was established by the 1949 Geneva Conventions and responsibility to ensure protection was mandated to the International Committee of the Red Cross. Outside of times of crises, national governments tend to have responsibility to ensure that people's rights are protected, but during humanitarian emergencies aid agencies often perform the task. Humanitarian protection by non-governmental agencies is coordinated by the United Nations High Commissioner for Refugees.
