The North Fork of the Broad River begins in the foothills of the Appalachian Mountains in Stephens County, then joins the Middle Fork west of Royston in Franklin County to form the main stem. The Broad River continues south, being joined by the Hudson River flowing from the west out of Franklin County. The Broad was used for reference as the county line between Madison and Elbert counties as it turns southeast. Below Carlton, the South Fork Broad River joins the Broad River from the west at what is now the junction of Oglethorpe, Madison and Elbert counties. Banks County is a county located in the northeastern part of the U.S. state of Georgia. As of the 2020 census, the population was 18,035, down from 18,395 in 2010. The county seat is Homer. The Old Banks County Courthouse is located in Homer and listed on the National Register of Historic Places. A new county courthouse was constructed adjacent to the old one in 1983. History The community was named after Homer Jackson, a pioneer citizen. Homer was founded in 1858 as seat for the newly established Banks County.
