Hilal bin Hamad bin Mohammed Al Sarmi ( ar, هلال الصارمي, born 15 February 1978) is an Omani politician who has been a Member of the Consultative Assembly of Oman for the wilayat of Seeb since the 2015 Omani general election. He is Chairman of the Health and Environmental Committee. Consultative Assembly Of Oman
The Consultative Assembly ( ar, مجلس الشورى; transcription: ''Majlis al-Shura'') is the lower house of the Council of Oman. It is the only legislative body in Oman of which all members are democratically elected. The other chamber of the parliament is the Council of State (''Majlis al-Dawla''). The assembly consists of 86 elected members. Each wilayah (province) in Oman is entitled to at least one representative in the assembly. Provinces with a population of 30,000 or above are represented by two members, while provinces with fewer than 30,000 inhabitants are represented by only one member. The winning candidates are the ones who obtain the higher number of votes according to the official election results. Oman does not allow political parties. Al-Seeb, As Seeb or As Sib ( ar, السيب) is a coastal fishing city, located several kilometres northwest of Muscat, in northeastern Oman. As of the 2020 census, it had a population of 470,878. Landmarks include the Naseem Garden, the Royal Stables and Equestrian Centre, Royal Guard of Oman Technical College, the Bait al Baraka palace, Muscat International Airport (formerly known as Seeb International Airport) and Markaz al Bahja. History The “Fort of Sibo” was located in Seeb (As Seeb or As Sib), a few kilometers northwest of Muscat, capital of the Sultanate of Oman. It complemented the defense of Muscat Square, which was one of its first and most important defenses. A wilayah ( ar, وَلاية, wālāya or ''wilāya'', plural ; Urdu and fa, ولایت, ''velâyat''; tr, vilayet) is an administrative division, usually translated as "state", "province" or occasionally as "governorate". The word comes from the Arabic root "''w-l-y''", "to govern": a '' wāli''—"governor"—governs a ''wālāya'' (or ''wilāya''), "that which is governed". 2015 Omani General Election
General elections for the Consultative Assembly were held in Oman on 25 October 2015. Background After a series of protests, the competences of the Consultative Assembly were widened in 2011, giving members the possibility to propose and review laws. Electoral system The 85 members of the Consultative Assembly were elected from 61 constituencies; 24 with two seats and 37 with one. No political parties were allowed to enter the election. In the case of a tie between candidates, the candidates would need to appear before the organising committee for a decision to be made. There were 611,906 registered voters, and electronic voting devices were used for those who had activated the system. Polling stations were open from 07:00 until 19:00 and voters received full paid leave in order to cast their votes. The Council of State ( ''Majlis ad-Dawla al-ʿUmāniyyi'') is the upper house of the Council of Oman. It has 83 members all of whom are appointed by the Sultan. The other house is the Consultative Assembly (Oman), Consultative Assembly (''Majlis al-Shura''). Legislative process The Council of State was established in December 1997 with a Royal Decree which states (article 17) that "the State Council shall assist the Government to implement the overall development strategy and shall contribute in deepening the roots of the Omani society, maintaining the achievements and ascertaining the principles of the Constitution of Oman, basic law of the state".
