Hempstead County is a County (United States), county located in the U.S. state of Arkansas. As of the 2020 United States census, 2020 census, the population was 20,065, down from 22,609 at the 2010 United States Census, 2010 census. The county seat is Hope, Arkansas, Hope. Hempstead County is Arkansas's fourth county, formed on December 15, 1818, alongside Clark County, Arkansas, Clark and Pulaski County, Arkansas, Pulaski counties. The county is named for Edward Hempstead, a delegate to the United States House of Representatives, U.S. Congress from the Missouri Territory, which included present-day Arkansas at the time. It is an alcohol prohibition or dry county. The 42nd President of the United States, United States President, Bill Clinton, who served from 1993 to 2001, was born in the county seat of Hope on August 19, 1946. Arkansas Highway 29 (AR 29) is a designation for two state highways in South Arkansas. One segment of runs from the Louisiana state line north to Highway 19 north of Prescott. A second segment of runs from Highway 19 south of Antoine north to Highway 26 in Antoine. U.S. Route 278 (US 278) is a parallel route of US 78. It currently runs for from Hilton Head Island, South Carolina, to Wickes, Arkansas at US 71/ US 59, passing through five states in the process.
