Helena Z. Benitez
Helena Zoila Tirona Benitez (June 27, 1914 – July 14, 2016) was a Filipina academic and administrator of the Philippine Women's University. Early life and education Benitez was born in Manila to Conrado Benitez, a ''pensionado'' to the United States and a member of the 1935 Constitutional Convention, and Francisca Tirona who was an educator and co-founder of Philippine Women's College in 1919. She graduated from Philippine Women's University and was a student at George Washington University (where she was Chair of the UN Commission on the Status of Women in 1969 and the first woman to serve as President of the UN Environment Program in 1975). She also took post graduate training from the University of Chicago and Iowa State University. The Senate of the Philippines () is the upper house of Congress of the Philippines, Congress, the bicameral legislature of the Philippines, with the House of Representatives of the Philippines, House of Representatives as the lower house. The Batasang Pambansa Complex, or simply the Batasan (), is the seat of the House of Representatives of the Philippines. It is located along the Batasan Road in Batasan Hills, Quezon City. The complex was initially the home of the Batasang Pambansa (legislature), Batasang Pambansa, the former legislature of the Philippines which was established as Interim Batasang Pambansa, an interim assembly in 1978 and finally as Regular Batasang Pambansa, an official body in 1984. Under the 1973 Constitution of the Philippines, Constitution, it replaced the bicameral Congress of the Philippines established under the 1935 Commonwealth Constitution.
