Heads Of Agreement (1981)
The Heads of Agreement was a 1981 document proposing a solution to the Guatemalan claim to Belizean territory. Created in February and signed on 11 March 1981 in London, the agreement sought to propose future basis for negotiations between the United Kingdom, Belize and Guatemala over the dispute. The document's rejection created a national security crisis in Belize in March and April 1981. Background Guatemala, Belize's neighbour to the west and south, had held a claim to Belize's territory since 1859. The claim stemmed from a treaty between Guatemala and Great Britain which Guatemala interpreted as a conditional cession treaty, in which it would be given access to the Caribbean coastline by road in exchange for dropping the claim. The history of Guatemala traces back to the Maya civilization (2600 BC – 1697 AD), with the country's modern history beginning with the Spanish conquest of Guatemala in 1524. History Of Belize
The history of Belize dates back thousands of years. The Maya civilization spread into the area of Belize between 1500 BC to 1200 BC and flourished until about 1000 AD. Several Maya ruin sites, including Cahal Pech, Caracol, Lamanai, Lubaantun, Altun Ha, and Xunantunich reflect the advanced civilization and much denser population of that period. The first recorded European incursions in the region were made by Spanish conquistadors and missionaries in the 16th century. One attraction of the area was the availability of logwood, which also brought British settlers. Belize was not formally termed the " Colony of British Honduras" until 1862. It became a crown colony in 1871. Subsequently, several constitutional changes were enacted to expand representative government. Internal Self-Government was granted in January 1964. Assad Shoman
Assad Shoman (born 13 February 1943) is a Belizean diplomat, lawyer, historian, and former government minister. He currently serves as a leader of the Belizean delegation to the International Court of Justice (ICJ) for the purpose of resolving the longstanding territorial dispute between Guatemala and Belize. Early life and education Shoman was born in Belize City to a Belizean-Palestinian family. He attended St John's College in Belize City before moving to England to obtain a law degree from Hull University. Shoman also holds a master's degree in International Relations from Sussex University and a PhD in History from the University of London.
