Reception In 2019, Michael Russell of '' The Oregonian'' called the restaurant "one of America’s most celebrated Vietnamese soup destinations". He included Ha VL in the newspaper's 2020 list of the city's 40 best inexpensive restaurants. James Beard Foundation Awards
The James Beard Foundation Awards are annual awards presented by the James Beard Foundation to recognize chefs, restaurateurs, authors and journalists in the United States. Powellhurst-Gilbert is a neighborhood in the Southeast section of Portland, Oregon. It borders the neighborhoods of Montavilla, Hazelwood, and Mill Park on the north, Centennial on the east, Pleasant Valley on the east and south, and Lents and South Tabor on the west.
