Government Negotiation With Terrorists
Most Western countries have a stated policy of not negotiating with terrorists. This policy is typically invoked during hostage crises and is limited to paying ransom demands, not other forms of negotiation. Motivations for such policies include a lack of guarantee that terrorists will ensure the safe return of hostages and decreasing the incentive for terrorists to take more hostages in the future. On June 18, 2013, G8 leaders signed an agreement against paying ransoms to terrorists. However, most Western states have violated this policy on certain occasions. An investigation by '' The New York Times'' found that Al-Qaeda and its affiliates have taken in at least $125 million in revenue from kidnappings since 2008. These payments were made almost exclusively by European governments, which funneled the money through a network of proxies, sometimes masking it as development aid. Kenji Goto
was a Japanese freelance video journalist covering wars and conflicts, refugees, poverty, AIDS, and child education around the world. In October 2014, he was captured and held hostage by Islamic State of Iraq and Syria (ISIS) militants after entering Syria in the hopes of rescuing Japanese hostage Haruna Yukawa. On 30 January 2015, he was beheaded by his captors led by Jihadi John following the breakdown of negotiations for his release. Downing Street Mortar Attack
The Downing Street mortar attack was carried out by the Provisional Irish Republican Army (IRA) on 7 February 1991. The IRA launched three homemade mortar shells at 10 Downing Street, London, the headquarters of the British government, in an attempt to assassinate Prime Minister John Major and his war cabinet, who were meeting to discuss the Gulf War. One of the mortar shells exploded in the back garden of Number 10, yards from the Cabinet Office. Due to the bomb-resistant windows, none of the cabinet were hurt, though four other people received minor injuries, including two Metropolitan Police officers. 1987 Hipercor Bombing
The Hipercor bombing was a car bomb attack by the Basque separatist organisation ETA, which was classified as a terrorist group. It took place on 19 June 1987 at the Hipercor shopping centre on Avinguda Meridiana, Barcelona, Spain. The bombing killed 21 people and injured 45, the deadliest attack in ETA's history.
