Its seat is the village of Izabelin, which lies approximately north of Ożarów Mazowiecki and north-west of Warsaw. The gmina covers an area of , and as of 2006 its total population is 10,068 (10,523 in 2013). The gmina (Polish: , plural ''gminy'' , from German ''Gemeinde'' meaning ''commune'') is the principal unit of the administrative division of Poland, similar to a municipality. , there were 2,477 gminas throughout the country, encompassing over 43,000 villages. 940 gminas include cities and towns, with 302 among them constituting an independent urban gmina ( pl, gmina miejska) consisting solely of a standalone town or one of the 107 cities, the latter governed by a city mayor (''prezydent miasta''). The gmina has been the basic unit of territorial division in Poland since 1974, when it replaced the smaller gromada (cluster). Three or more gminas make up a higher level unit called powiat, except for those holding the status of a city with powiat rights. A sołectwo ( Polish plural: ''sołectwa'') is an administrative unit in Poland, an optional subdivision of a gmina. The actions and organs of the sołectwo are decided by the gmina council. On 31 December 2018 Poland had 40 740 sołectwa. Government and politics The legislative organ in a sołectwo is a (village meeting) and the executive is a sołtys. A sołectwo council (''rada sołecka'') provides support to the sołtys. The sołtys and the council are elected by permanent citizens of the sołectwo. A zebranie wiejskie is an example of a direct democracy, as the most important concerns of the citizens are addressed. Citizens' participation in these events varies a lot. The national average is 15%. From 2010, sołectwa can use their own budget independently if the gmina council agrees to let them to do so.
