François Emeric Gaston Langelier CV of Saint-Cuthbert, Quebec, was awarded the Cross of Valour, Canada's highest civilian decoration for bravery on April 2, 1979, for his actions in helping subdue a prisoner at a maximum penitentiary during an altercation that resulted in the death of a coworker. Citation The official citation reads:On 11 July 1978, Gaston Langelier, Guy Fournier and Marc Drouin set an example of selfless courage in protecting other staff members in the Laval Institution in Montreal whose lives were threatened by five armed prisoners in this maximum security penitentiary. As Mr. Langelier, then assistant director of security at the Institution and several members of the staff were being forced down a flight of stairs, he disarmed one of the inmates. In the scuffle that followed, Guy Fournier and Marc Drouin rushed forward to help the assistant director. The Cross of Valour () is a decoration that is, within the Canadian system of honours, the second-highest award (surpassed only by the Victoria Cross), the highest honour available for Canadian civilians, and the highest of the three Canadian Bravery Decorations. Created in 1972, it is presented to individuals, both Canadian and foreign, living and deceased, who have performed acts of the most conspicuous courage in circumstances of extreme peril. Recipients are allowed to use the post-nominal letters ''CV''. Saint-Cuthbert is a municipality in Quebec, Canada, located between Montreal and Trois-Rivieres, just north of Berthierville. It is part of the D'Autray Regional County Municipality in the Lanaudière administrative region. The population as of the 2021 Canadian census was 1,821. History The area had its first settlers as early as 1740. In 1766, (ca. 1719-1798), member of General Murray's staff and lord of the Berthier seignory, donated land to build a church, provided that its patron saint was Saint Cuthbert. The Canadian Bravery Decorations are a group of three Canadian decorations that are awarded for bravery. They were established in 1972 and are part of the Canadian Honours System that was created in 1967. The Canadian Bravery Decorations recognize courageous acts in all situations not in the presence of an armed enemy. They are different from the Canada Bravery Awards, which are administered by the Royal Canadian Humane Association.
