Frank Miller Ruff Jr. (born September 22, 1949) is an American politician. A Republican, he served in the Virginia House of Delegates 1994–2000 and was elected to the Senate of Virginia in November 2000. Virginia's 15th Senate district is one of 40 districts in the Senate of Virginia. It has been represented by Republican Frank Ruff since 2000. Geography District 15 is a sprawling district based in Virginia's Southside, including all of Charlotte, Lunenburg, Mecklenburg, and Nottoway Counties, as well as parts of Brunswick, Campbell, Dinwiddie, Halifax, Pittsylvania, and Prince George Counties and part of the city of Danville. The Virginia House of Delegates is one of the two parts of the Virginia General Assembly, the other being the Senate of Virginia. It has 100 members elected for terms of two years; unlike most states, these elections take place during odd-numbered years. The House is presided over by the Speaker of the House, who is elected from among the House membership by the Delegates. Southside Virginia
Southside, or Southside Virginia, has traditionally referred to the portion of the state south of the James River, the geographic feature from which the term derives its name. This was the first area to be developed in the colonial period. During the colonial era, Southside was considered the area where entrepreneurs settled, as opposed to some of the more established and wealthier families in the Tidewater counties. Many early Southside settlers were younger sons of established Tidewater families. A major portion of the territory was formed in 1703, when Prince George County, Virginia was organized from Charles City County. Four other counties and three independent cities were formed from this territory, the counties in the 18th century and some of the independent cities in the 19th and 20th centuries.
