Frank Fraser Tims
Frank Fraser Tims (February 8, 18561949) was a Canadian politician. He served on the North-West Legislative Assembly for Victoria from 1894 to 1898. Early life Frank Fraser Tims was born on February 8, 1856, in Berlin, Ontario to Frank D. Tims, the Deputy Provincial Auditor for the Province of Quebec and Caroline Dudley Fraser, one of 13 children. Tims moved to Manitoba in 1882, and Alberta in 1887. Tims was the first person to erect a building in Regina, a frame store, which he expanded to swift current. Political life Tims contested the 1894 North-West Territories general election in the Victoria electoral district, winning the seat by acclamation. The Province of Canada (or the United Province of Canada or the United Canadas) was a British colony in North America from 1841 to 1867. Its formation reflected recommendations made by John Lambton, 1st Earl of Durham, in the Report on the Affairs of British North America following the Rebellions of 1837–1838. The Act of Union 1840, passed on 23 July 1840 by the British Parliament and proclaimed by the Crown on 10 February 1841, merged the Colonies of Upper Canada and Lower Canada by abolishing their separate parliaments and replacing them with a single one with two houses, a Legislative Council as the upper chamber and the Legislative Assembly as the lower chamber. Fort Saskatchewan
Fort Saskatchewan is a city along the North Saskatchewan River in Alberta, Canada. It is northeast of Edmonton, the provincial capital. It is part of the Edmonton census metropolitan area and one of 24 municipalities that constitute the Edmonton Metropolitan Region Board. Its population in the 2021 federal census was 27,088. The city was founded as a North-West Mounted Police fort and later home to a large provincial gaol. The original fort was located across the river from the hamlet of Lamoureux, and Fort Saskatchewan opened a replica of the fort next to its original site in 2011. Fort Saskatchewan is bordered by Strathcona County to the south and east, Sturgeon County to the north and west, and the City of Edmonton to the southwest. North-West Legislative Assembly
The Northwest Territories Legislative Assembly, or Legislative Council of the Northwest Territories (with Northwest hyphenated as North-West until 1906), is the legislature and the seat of government of Northwest Territories in Canada. It is a unicameral elected body that creates and amends law in the Northwest Territories. Permanently located in Yellowknife since 1993, the assembly was founded in 1870 and became active in 1872 with the first appointments from the Government of Canada. Until 2014, the assembly was officially defined under federal law as "Legislative Council". However, under Northwest Territories territorial law, it was defined as "Legislative Assembly". Jack Shera
John "Jack" William Shera was a Canadian politician who served as a Member of the North-West Legislative Assembly from 1898 until 1905, representing the district of Victoria in what is now eastern Alberta. Early life Shera was born in Ireland in the 1860s. He emigrated to Canada in 1872, first settling in Toronto. He moved to Regina (then part of the Northwest Territories) in 1882, and later to Fort Saskatchewan. Political career He first ran for office as an independent in the Northwest Territories general election of 1898, unseating incumbent Victoria MLA Frank Fraser Tims. He was re-elected in 1902 with a larger share of the vote. Regina () is the capital city of the Canadian province of Saskatchewan. The city is the second-largest in the province, after Saskatoon, and is a commercial centre for southern Saskatchewan. The 1894 North-West Territories general election was held on 31 October 1894. This was the third general election in the history of the North-West Territories, Canada. It was held to elect members of the Legislative Assembly of the North-West Territories, the writs were dropped on 3 October 1894. Frederick Haultain continued to lead the government. This was the first general election a secret ballot was held, with voters marking an X on a blank piece of paper in the colour that corresponds to their candidate. 1898 North-West Territories General Election
The 1898 North-West Territories general election took place on 4 November 1898. This was the fourth general election in the history of the North-West Territories, Canada. It was held to elect members of the Legislative Assembly of the North-West Territories. Frederick W. A. G. Haultain was still the first premier of the North-West Territories (NWT). That title was given by legislation passed in 1897. He was the last premier of the NWT until 1980. There were three big issues in this election, the first being acquiring provincial rights and how to divide the NWT into provinces. The second issue was the transfer of education from the federal to the territorial level. This was Haultain's personal project. Unfortunately for the NWT, that power was not turned over until 1970.
