The LXI Legislature of the Congress of Mexico met from September 1, 2009, to August 31, 2012. Hidalgo (), officially the Free and Sovereign State of Hidalgo ( es, Estado Libre y Soberano de Hidalgo) is one of the 31 states which, along with Mexico City, constitute the 32 federal entities of Mexico. It is divided into 84 municipalities and its capital city is Pachuca de Soto. Located in the eastern part of the country, Hidalgo is bordered by San Luis Potosí and Veracruz on the north, Puebla on the east, Tlaxcala and State of Mexico on the south and Querétaro on the west. The New Alliance Party (NAP) was an American political party formed in New York City in 1979. Its immediate precursor was an umbrella organization known as the Labor Community Alliance for Change, whose member groups included the Coalition of Grass Roots Women and the New York City Unemployed and Welfare Council. These groups were all associated with controversial psychologist and political activist Fred Newman, whose radical healthcare collectives, Centers for Change and Marxist International Workers Party, were active in grassroots politics in New York City.
