Foster Child
Foster care is a system in which a minor has been placed into a ward, group home (residential child care community, treatment center, etc.), or private home of a state-certified caregiver, referred to as a "foster parent" or with a family member approved by the state. The placement of the child is normally arranged through the government or a social service agency. The institution, group home, or foster parent is compensated for expenses unless with a family member. In some states, relative or "Kinship" caregivers of children who are wards of the state are provided with a financial stipend. The state, via the family court and child protective services agency, stand ''in loco parentis'' to the minor, making all legal decisions while the foster parent is responsible for the day-to-day care of the minor. Foster Child (1987 Film)
''Foster Child'' is a 1987 documentary film by Gil Cardinal, exploring the filmmaker's search, at age thirty-five, for Family, biological family. Cardinal often meets with frustration during his search, but eventually finds his natural family and discovers his Métis people (Canada), Métis roots. In ''Foster Child'', Cardinal documents his discovery of his past, including the reasons why his birth mother gave him up for adoption when he was one year old, and sees photographs of his deceased biological mother for the first time. He learns in the film that she had died in 1974, after a long history of alcohol and poverty. This National Film Board of Canada production received over 10 awards, including four Golden Sheaf Awards, a Special Jury Prize at the Banff Television Festival and a Gemini Award for best direction for a documentary program.
