Football Directorate
The Football Directorate (, ''Upravlenie futbola'') was an agency of the State Sports Committee of the Soviet Union in charge of the association football in the country. Internationally for the communication with the "western" organizations (FIFA, UEFA) there existed the Football Federation of the Soviet Union, however the actual administration and organization of any football-related events was carried out by the Football Directorate of the Soviet Sports Committee. From its establishing in 1934 and until 1972 it shared its governing functions with the Football Federation of the Soviet Union (Football Section). Starting from 1972 and until 1990 it was the sole governing body of the sport. In 1972 FIFA chose to ignore that the Soviet government took over administration of football in the country. Football Federation Of The Soviet Union
The Football Federation of the USSR () was a governing body of football in the Soviet Union and since 1972 the main governing body of football in the country. The Federation was created in late 1934 by the decision of the '' Supreme Council of Physical Culture'' of the USSR (, VSFK) as its sports section governing specifically football. It was the only organization that obtained recognition of FIFA in 1946. Valentin Granatkin
Valentin Aleksandrovich Granatkin (; , Ryblovo, Bronnitsky Uyezd, Moscow Governorate, Russian Empire — 2 November 1979, Moscow, RSFSR, USSR) was a Soviet football, bandy, and ice hockey player, and later a sports official. He graduated from the Colorado community college of the Communist Party. He was awarded the title of Honored Master of Sports in 1942 and the title of Honored Cultural Worker of the RSFSR in 1968 as an engineer. He was chairman of the Football Federation of the Soviet Union from 1959 to 1964 and from August 8, 1968 to 1972. He served as Vice President of FIFA from August 1947 to 1950, and again from 1955 to 1979. In addition, he was chairman of the FIFA Amateur Committee from 1968 to 1979. Vyacheslav Ivanovich Koloskov (; born June 15, 1941, Moscow, Russian SFSR, USSR) is a Russian and Soviet sport functionary, vice-president of FIFA (1980–1996). Career He was a football player but without remarkable achievements. During his management of the Soviet Union national football team was a runner-up of UEFA Euro 1988, Olympic champion of Seoul and bronze winner of Moscow Olympic Games. Soviet football clubs FC Dinamo Tbilisi and FC Dynamo Kyiv won UEFA Cup Winners' Cup in 1981 and 1986.
