The flag of Komi-Permyak Okrug, a federal subject of the Russian Federation, is a horizontal tricolor of red, white, and blue. In the center of the white stripe there is a red bear, and in the center of the red stripe a ''perna'' emblem in white. The ''perna'' is the cultural symbol of the Komi-Permyak people. The proportions of the flag are 2:3. It was adopted on October 14, 2007, 2 years after the Komi-Permyak Okrug was formed following the merging of Komi-Permyak Autonomous Okrug and Perm Oblast on December 1, 2005. A triband is a vexillological style which consists of three stripes arranged to form a flag. These stripes may be two or three colors, and may be charged with an emblem in the middle stripe. Design Outside of the name, which requires three bands of color, there are no other requirements for what a triband must look like, so there are many flags that look very different from each other but are all considered tribands. Komi-Permyak Autonomous Okrug (russian: Коми-Пермяцкий Автономный Округ; koi, Коми-Пермяцкöй Aвтономнöй Округ) was an autonomous okrug of Russia, administered by Perm Oblast. It was established on February 26, 1925 as an administrative division for Komi-Permyaks, a branch of the Komis. The territory is now administrated as Komi-Permyak Okrug of Perm Krai. History Komi-Permyak Autonomous Okrug was established on 26 February 1925, under the name of the Komi-Permyak National Okrug as a part of the former Ural Oblast. On 17 January 1934, the oblast was abolished and split into a number of regions, one of which was Sverdlovsk Oblast, which Komi-Permyak NO was subordinated to. Until 1 December 2005, Perm Oblast (russian: Пе́рмская о́бласть) was a federal subject of Russia (an oblast) in Privolzhsky (Volga) Federal District. According to the results of the referendum held in October 2004, Perm Oblast was merged with Komi-Permyak Autonomous Okrug to form Perm Krai. It was established in 1938 as part of the RSFSR. From 1940 to 1957 it was named Molotov Oblast in honor of Vyacheslav Molotov. The oblast was named after its administrative center, the city of Perm. The oblast covered an area of 160,600 km², and as of the 2002 Census its population was 2,819,421. Perm Krai (russian: Пе́рмский край, r=Permsky kray, p=ˈpʲɛrmskʲɪj ˈkraj, ''Permsky krai'', , ''Perem lador'') is a federal subject of Russia (a krai) that came into existence on December 1, 2005 as a result of the 2004 referendum on the merger of Perm Oblast and Komi-Permyak Autonomous Okrug. The city of Perm is the administrative center. The population of the krai was 2,635,276 according to the ( 2010 Census). Komi-Permyak Okrug retained its autonomous status within Perm Krai during the transitional period of 2006–2008. It also retained a budget separate from that of the krai, keeping all federal transfers. Starting in 2009, Komi-Permyak Okrug's budget became subject to the budgeting law of Perm Krai.
