Fernando Tapias Stahelin
Fernando Tapias Stahelin (born July 14, 1943 - † September 27, 2015) was a General (retired) of Colombian Armed Forces. He served as Chairman of the Joint Chiefs of Staff of Colombian Armed Forces for a period of four years (1998–2002) during the presidential term of president Andres Pastrana. After that, he served as ambassador of Colombia in Dominican Republic from 2002 to 2004 and subsequently served as Deputy Minister of Defense for its social and business group for two years from 2009 to 2010 during the presidential term of president Alvaro Uribe. He was in the Colombian Armed Forces for 41 years, achieving all the military ranks all the way up to his appointment as General Commander for the Colombian Armed Forces. According to magazine ''Semana'', Tapias is remembered as the man who conceived and initiated the military modernization and reorganization program for the Colombian Armed Forces, covering each of the forces: army, aviation and navy. Álvaro Uribe
Álvaro Uribe Vélez (born 4 July 1952) is a Colombian politician who served as the 31st President of Colombia from 7 August 2002 to 7 August 2010. Uribe started his political career in his home department of Antioquia Department, Antioquia. He held offices in the Empresas Públicas de Medellín, Public Enterprises of Medellín and in the Ministry of Labour (Colombia), Ministry of Labor and was the director of the Special Administrative Unit of Civil Aeronautics (1980–1982). He became the Mayor of Medellín in October 1982. He was a senator between 1986 and 1994 and finally the Governor of Antioquia State, Antioquia between 1995 and 1997 before being elected President of Colombia in 2002. The Legion of Merit (LOM) is a Awards and decorations of the United States military, military award of the United States Armed Forces that is given for exceptionally meritorious conduct in the performance of outstanding services and achievements. Colombian Military Decorations
Colombian military decorations date back as far as the founding of the country. An early decoration was the ''Cruz de Boyacá'' that was awarded to the generals who led their forces to victory in the Battle of Boyacá in 1819. This early decoration lives on today as an incarnation of the highest order presented by the Colombian state. There is one decoration higher, but it is only awarded for military conflicts in defence of Colombia.
