Baron Feofil Egorovich (von) Meyendorf (; ; 4 August 1838 – 18 October 1919) was an Imperial Russian military leader of Baltic German descent. The Russian Empire was an empire that spanned most of northern Eurasia from its establishment in November 1721 until the proclamation of the Russian Republic in September 1917. At its height in the late 19th century, it covered about , roughly one-sixth of the world's landmass, making it the list of largest empires, third-largest empire in history, behind only the British Empire, British and Mongol Empire, Mongol empires. As such it is a concept of human rights law, international law as well as constitutional law, particularly used for claims of popular sovereignty.
